Constant-Serge Bounda
Minister of Foreign Affairs, La Francophonie and Congolese Abroad
Constant-Serge Bounda is a Congolese diplomat and senior international civil servant, born in Mossendjo. He was appointed Minister of Foreign Affairs, La Francophonie and Congolese Abroad on 24 April 2026 and took office on 26 April 2026, succeeding Jean-Claude Gakosso.
Fluent in French and English, he is the product of a long career within United Nations institutions. He served with UNEP (United Nations Environment Programme), the ICTR (International Criminal Tribunal for Rwanda) and UNFPA (United Nations Population Fund), where he held management and representation posts across the African continent.
Before his appointment to the Government he was Ambassador Extraordinary and Plenipotentiary of the Republic of the Congo to Mozambique, a post he had held since 2021. This bilateral diplomatic experience adds to his firm grasp of multilateral mechanisms acquired within the United Nations system.
As Minister of Foreign Affairs he is responsible for conducting Congolese diplomacy, maintaining relations with La Francophonie and safeguarding the interests of Congolese nationals living abroad.
